He joined the firm following his term as the 36th attorney general of the state of Florida. Bill served as attorney general from 2007 to 2011, where he addressed issues ranging from a constitutional challenge to the Affordable Care Act to consumer protection, mortgage and Medicaid fraud, and the Deepwater Horizon oil spill. As a member of the Florida Cabinet, Bill was one of four statewide elected officials who shared executive power over the state pension fund, the Financial Services Commission (insurance, banks and securities), the Division of Bond Finance and the Department of Revenue. A Republican, Bill also served as a member of the United States House of Representatives, representing Florida’s 8th district, from 1981 to 2001, where he served on the Judiciary, Banking and Financial Services, and Intelligence committees. During his Congressional service, Bill held a number of leadership positions, including chairman of the Judiciary Subcommittee on Crime; chairman of the Subcommittee on Human Intelligence, Analysis and Counterintelligence; vice chairman of the Banking and Financial Services Committee; ranking member of the subcommittee overseeing the Federal Reserve; and vice chairman of the House Republican Conference for three terms. He was one of the 15 members selected to serve on the House Committee to Investigate the Iran-Contra Affair. A native of central Florida, Bill has been active in investigating consumer fraud cases, and he spearheaded an investigation and settlement of telecommunications advertising and data use practices while serving as attorney general. In private practice, Bill advised a wide range of clients in the telecommunications, manufacturing, technology and health care sectors on a host of policy and regulatory matters, and he maintains a wide-ranging set of relationships with thought leaders at the federal and state level as a result of his public service. Early in his career, Bill practiced with a Florida firm specializing in insurance defense and was in the Navy Judge Advocate Generals Corps. He is a retired commander in the United States Naval Reserves, where he served for 23 years. From 2001 to 2007 he was in private practice where he focused on federal government policy. Jeff Modisett is senior counsel in SNR Denton’s Public Law & Policy Strategies practice. He serves as legal advisor to Fortune 500 and high technology companies on a number of issues including antitrust, Jeff has led or assisted in the resolution of numerous complex issues or litigation in recent years, with representative clients including Anthem, Bacardi USA, GlaxoSmithKline, Merlin Entertainments Group, Oracle and Sempra Energy. He also advises clients on corporate compliance and best practices. Recently, Jeff worked with Microsoft to obtain attorney general approval of a major search advertising deal and with Facebook and LegalZoom as liaison on all state attorneys general matters. In addition, he works with clients to brief state attorneys general on current and upcoming high-tech issues. Jeff was elected as Indiana Attorney General in 1996 and, prior to that, as the county prosecuting attorney in Indianapolis, Indiana. He has worked as an independent consultant specializing in state and federal government relations; co-CEO of TechNet (a high-tech policy group); deputy CEO and general counsel of the 2000 Democratic National Convention in Los Angeles; and executive assistant to former Indiana Governor Evan Bayh. As attorney general, Jeff became actively involved in two national efforts: the states’ legal battle against the country’s top cigarette manufacturers and the investigation of the sweepstakes industry. He was a member of the 1997 states negotiating team that reached a preliminary settlement with the tobacco industry which called for historic changes in the way cigarettes are marketed in this country. He was also chairman of the 1998 Allocation Committee responsible for devising a formula for distributing the $205 billion settlement to each of the states and territories. In 1998 and 1999, Jeff helped lead the states’ effort to reform the sweepstakes industry to better protect consumers, especially the elderly. Jeff has lectured and written frequently on a diverse range of topics. In addition, he is frequently involved in attorney general conferences. He was voted one of the top lawyers in Indiana by Indianapolis Monthly magazine and, after moving to Los Angeles, one of Southern California’s "Superlawyers" by Los Angeles and Law & Politics magazines from 2006-2010. In 2009, Jeff was also named one of the top 100 lawyers in Los Angeles by the Los Angeles Business Journal. Dan Gibb is a member of SNR Denton's Public Policy and Regulation practice as well as the State Attorneys General practice.
